EMERGENCY CERTIFICATE (SIJIL PERAKUAN CEMAS)
PURPOSE
The Emergency Certificate (SPC) is issued based on Regulation 1(2) of the Immigration Regulations 1963 and as provided under the “Manual of Consular Instruction 1973”. This document is issued only under certain circumstances to citizens abroad for the purpose of returning to Malaysia.
ELIGIBILITY:
- • A Malaysian citizen without any doubt;

• A Commonwealth citizen to enable the said Commonwealth citizen to return to their country of origin only (single journey) due to the following circumstances:
a) Passport has expired;
b) Passport is reported lost; and
c) For applicants born in Malaysia (with the permission of the Ministry of Foreign Affairs)
- • SPC can be issued by all Malaysian Missions abroad that have been authorized.
APPLICATION REQUIREMENTS:
- • Form IM.42 – Pin.1/97;
- • Police report for the loss of PMA (if applicable);
- • Identification documents along with one photocopy;
- • Questionnaire Form IM.42C (for passport loss cases);
- • Obtain an Exit Permit/Visa and other requirements from the Authorities of the respective country before purchasing a return ticket to Malaysia;
- • Birth Certificate / Form H for applicants born abroad
- • 2 pieces of photos measuring 3.5 cm x 5 cm with a white background
FEE:
RM50.00 or its equivalent
VALIDITY PERIOD:
9 months from the date of issue.
