Student Pass

Student Pass Management

The Student Pass facility is granted to non-citizen students aged three (3) years and above who pursue studies in Malaysia, ranging from pre-school to higher education or equivalent levels.

1.0.  Application Categories

1.1. Students in Higher Education Institutions (Public Universities / Private Institutions)

a.  Admission to Public Universities (UA).

b.  Admission to Private Higher Education Institutions (IPTS) with courses and establishment approved by the Ministry of Higher Education (MOHE), and authorized to enrol international students by the Ministry of Home Affairs (MOHA).

c.  Admission to Language Centre, Training/Skills Centre, or Accredited Centres registered and approved by the Ministry of Education Malaysia (MOE) and Ministry of Human Resource (MOHR) and authorized to enrol international students by MOHA.

d.  Applicants MUST BE OUTSIDE MALAYSIA at the time of application submission. Applications may be submitted online by institutions or students via the STARS system or EMGS portal (https://visa.educationmalaysia.gov.my (visa.educationmalaysia.gov.my in Bing)). EMGS will conduct academic screening and issue the Approval to Study for International Student letter only to eligible applicants.

e.  Complete applications meeting academic requirements will be forwarded by EMGS to the Student Pass Unit, Visa, Pass and Permit Division, Immigration Department of Malaysia Headquarters for eVAL approval, subject to travel document and security checks.

f.  Upon obtaining eVAL approval, applicants from countries requiring a visa https://www.imi.gov.my/index.php/perkhidmatan-utama/visa/keperluan-visa-mengikut-negara/ must apply for a Single Entry Visa (SEV) exclusively via the official eVISA portal https://malaysiavisa.imi.gov.my

g.  Note: eVISA applications can be made worldwide, except from Malaysia, Israel, and North Korea https://malaysiavisa.imi.gov.my/faq.

h.  Upon arrival in Malaysia, students must undergo a Post-Arrival Medical Examination within 7 days.

i.  After passing the medical examination and receiving EMGS support letter, institutions may submit applications to the Immigration Office nearest to the institution’s address for Student Pass endorsement and issuance.

1.2.     Students at School Level

a.  Admission to government or government-aided schools under the supervision of the Daily School Management Division, MOE.

b.  Admission to International Schools, Expatriate Schools, Private Schools, and Chinese Private Secondary Schools (SMPC) approved by the Private Education Division, MOE, with MOHA authorization for international student enrolment for International Schools.

c.  Applications may be submitted by a legally appointed school representative, parent, or legal guardian.

d.  New and renewal applications may be submitted to the Student Pass Unit, Visa, Pass and Permit Division (HQ, State, or Branch Immigration Offices) according to the school’s location.

 

2.0. Facilities

2.1.    Dependents (Higher Education Institutions)

a.  Eligible dependents include:

d.  Disabled children (no age limit, certified by medical specialists)

f.  Parents-in-law

g.  Only Student Pass holders at Master’s or PhD level are permitted to bring dependents to reside in Malaysia.

h.  Dependents are NOT ALLOWED to work, conduct business, deliver political speeches, lectures, or engage in political activities.

i.  Student Pass holders under the Language Centre, Training/Skills Centre, and Accredited Centre category are not permitted to bring dependents.

2.2.   Guardians (School Level)

a.  Permitted guardians include:

f.  Siblings under seven years’ old

g.  Guardians are NOT ALLOWED to work, conduct business, deliver political speeches, lectures, or engage in political activities.

 

2.3.    Work Permission

a.  This facility is granted only to Student Pass holders from Public Universities (UA) or Private Higher Education Institutions (IPTS). Language Centres, Training/Skills Centre, and Accredited Centres ARE NOT PERMITTED.

b.  Student Pass holders are allowed to work part-time during their study period, limited to 20 hours per week, only at approved locations:

        • Restaurants
        • Petrol stations
        • Mini markets
        • Hotels
        • University/college areas

c.  Students are prohibited from front desk duties in line with current foreign worker policies and from working as student recruitment agents.

d.  Applications must be submitted to the Student Pass Unit, Immigration Department HQ/State Immigration Office with the following documents:

        • Job offer letter
        • Support letter from the institution (UA/IPTS) stating work permission request, semester schedule, and holiday dates
        • Copy of passport (biodata page and current pass)

e.  Approval is subject to document verification and the discretion of the Immigration Department of Malaysia.

f.  Any student found violating regulations will have their Student Pass revoked.

 

3.0.  Fees

a.  Student Pass – RM60.00

b.  Social Visit Pass for Dependents / Guardians of Student Pass holders – RM90.00

4.0.  Required Documents

 

4.1. Student Pass (UA/IPTS Category)

      • EMGS Support Letter [Acceptance Declaration (AD)]
      • Offer letter from UA/IPTS/ Language Centres, Training/Skills Centre and Accredited Centres.
      • 14 Form (New & Renewal Applications)
      • Passport-sized photo (3.5cm x 5cm, white background)
      • Copy of passport (all pages including cover; validity must be at least 18 months)
      • Valid MOHA approval letter for international student intake
      • Academic results and transcripts
      • Personal Bond form (stamped)
      • Health Insurance Policy recognized in Malaysia with a coverage period of at least 12 months.
      • Letter of Authorization from the Institution of Higher Learning (Sarawak only)
      • Cover Letter from the Institution of Higher Learning (Sarawak only)
      • Pre-VAL Medical Report / Health Report from Country of Origin (Sarawak only)

4.2. Student Pass (School Category)

      • IMM.14 Form (New & Renewal Applications)
      • Valid MOHA approval letter for international student intake (International School)
      • Copy of the Approval Letter for the Admission of International Students from the Sabah/Sarawak State Government that is still valid.
      • Private Education Institution Registration Certificate (MOE) that is still valid.
      • Supporting Letter for the Application of International Student Pass for Private Educational Institutions from the Private Education Division, Ministry of Education (Peninsular Malaysia and Sabah), and from the State Education Department for Sarawak.
      • An official approval letter issued by the State Education Department (JPN) or District Education Office (PPD) for applications of Student Passes, applicable to Government Schools and Government-Aided Schools.
      • School representative appointment letter.
      • Copy of passport (all pages; validity must be at least 18 months)
      • Passport-sized photo (3.5cm x 5cm, white background)
      • A Malaysian Health Insurance Policy or an International Health Insurance Policy that provides personal coverage, recognized in Malaysia, with a minimum coverage period of 12 months
      • Personal Bond form (stamped)
      • Other related documents (Original and Copy):

i.    Malaysian Birth Certificate / Foreign Birth Certificate and Translation of Applicant’s Birth Certificate / Copy of Court Order (Custody).

ii.   Marriage Certificate / Parents’ Marriage Registration Certificate.

iii.  Identification Documents / Passports and current passes of father and mother (please determine applicant’s eligibility).

iv.  Divorce Certificate / Divorce Registration Certificate / Death Certificate (if applicable).

v.   Adoption Certificate or Certificate of Adoption (if applicable)

4.3.   Dependents/Guardians of Student Pass Holders

      • IMM.12 Form (New Applications)
      • IMM.55 Forms (Renewal Applications)

      • Official request letter from institution/school
      • Confirmation of principal’s Student Pass status
      • Copies of applicant’s passport (all pages; validity at least 18 months)
      • Copies of spouse’s passport (all pages)
      • Copies of principal’s passport (biodata page and current pass)
      • Passport-sized photo (3.5cm x 5cm, white background)
      • A Malaysian Health Insurance Policy or an International Health Insurance Policy that provides personal coverage, recognized in Malaysia, with a minimum coverage period of 12 months
      • Personal Bond form (stamped)
      • Proof of financial capability (latest 3-month bank statements, scholarship/embassy sponsorship letters.
      • Other related documents (Original and Copy):

i.    Malaysian Birth Certificate / Foreign Birth Certificate and Translation of Applicant’s Birth Certificate / Copy of Court Order (Custody).

ii.   Marriage Certificate / Marriage Registration (Verification of Proof of Relationship).

iii.  Divorce Certificate / Divorce Registration Certificate / Death Certificate (if applicable).

iv.  Adoption Certificate or Certificate of Adoption (if applicable).

4.4.   Verification of Relationship Documents

      • Must be certified by foreign missions/embassies in Malaysia if applicant is in-country.
      • For countries without representation in Malaysia, certification must be obtained from the nearest mission or country of origin.
      • Translations must be done by recognized bodies (e.g., ITBM or registered translation centres).
      • Translations from the country of origin must be certified by foreign missions/embassies in Malaysia.
      • For PRC nationals, certification must be obtained from the Malaysian Mission in China.
      • Adoption cases require custody letters and embassy verification. If abroad, certification must be obtained from the Ministry of Foreign Affairs of the respective country or Malaysian missions overseas.

What are the application requirements?

√ A confirmation letter of study/course completion issued by a Public University (UA) or Private Higher Education Institution (IPTS).

√ The applicant’s Student Pass must still be valid.

√ A passport with a validity period of at least 18 months.

√ Active health insurance with a coverage period of at least 12 months.

√ A Personal Bond with a Malaysian citizen sponsor who has a minimum income of RM1,500.

How do I apply?

Applications are made through the EMGS portal (https://visa.educationmalaysia.gov.my/) and are processed at the Student Pass Unit, Visa, Pass and Permit Division, Immigration Department of Malaysia (JIM) in Putrajaya

What are the fees?

The fee is RM600 for the applicant and RM600 for each dependent, plus the Multiple Entry Visa (MEV) rate, which varies by country.
