PROFESSIONAL VISITOR PASS – EXPERT (PLIK-PAKAR)

INTRODUCTION

The Immigration Department of Malaysia is responsible for processing Professional Visitor Pass-Expert applications from government agencies and private companies to bring in foreign technical experts (Technical Expert) to undertake employment under the Professional Visitor Pass (PVP) for a maximum period of 12 months.

Professional Visitor Pass-Expert applications for the states of Sabah and Sarawak are evaluated through a Committee designated by the respective state.

APPLICATION REQUIREMENTS:

  • 1. Applicants for the Professional Visitor Pass-Expert must enter after obtaining pass approval using a Visa With Reference (VDR) or an approval letter for countries that do not require a visa.
  • 2. Entry is only allowed for one (1) purpose / contract / project at any one time.
  • 3. For Professional Visitor Pass-Expert Category 1 (Expert Transfer) and Category 2 (Research) applications, the applicant must have an original employer abroad and the salary must be paid by the original employer.
  • 4. Professional Visitor Pass-Expert holders must leave the country after the program or the authorized pass duration expires, except for extension applications.
  • 5. Professional Visitor Pass-Expert holders whose 12-month approval period has expired must leave the country (return home).
  • 6. THERE IS NO PROVISION for long-term passes for spouses, dependents, and Foreign Domestic Helpers (FDH) for Professional Visitor Pass-Expert holders throughout their duration of stay in Malaysia.

APPLICATION CHANNEL & CATEGORIES

Professional Visitor Pass-Expert applications must be submitted online through the portal website https://esd.imi.gov.my/portal/

The categories for the Professional Visitor Pass-Expert are as follows:

  • 1. Technical Expert
  • 2. Research
  • 3. Practical training / Industrial Training (Internship)
  • 4. Volunteers who receive support from relevant agencies in Malaysia
  • 5. Participants involved in exhibitions / expos who receive support / confirmation from recognized relevant agencies in Malaysia.

  • 1. An application letter from the company in Malaysia containing information on the expatriate to be brought in (name, passport-sized photo, passport no., position, description and scope of duties in Malaysia, work schedule in Malaysia, duration of work in Malaysia, total duration of pass requested).
  • 2. A copy of all passport pages (must have at least six (6) empty pages).
  • 3. Personal Bond or Security Bond (for all nationalities).
  • 4. A copy of the employment contract / letter of award (LoA) (if applicable).
  • 5. A copy of the Memorandum of Understanding (MoU) between the company and the educational institution abroad for students undergoing industrial / practical training at the relevant company.
  • 6. A copy of the support letter from the approving or regulatory agency (if applicable) including a confirmation letter from the Royal Malaysian Customs Department for the purpose of installation, maintenance, and repair of new machinery.

Additional Notes:

  • i. All related documents / correspondence must be signed by the company director listed in the ‘Letter of Undertaking’ (LOU) form.
  • ii. Employers / employer representatives must submit additional documents if required according to current directives.
  • iii. Only applications received in full/complete will be processed.
