1.       APEC Business Travel Card 

1.1     APEC is an organization established in 1989 to create greater economic cooperation in the Asia-Pacific . Officially this organization started operating effectively on 1 March 1999. 

1.2     There are 21 countries involved in the organization, namely; Australia, Brunei Darussalam, Canada, Chile, China, Hong Kong (China), Indonesia, Japan, Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Russia, Philippines, Singapore, United States Of America,  Taiwan, Thailand and Vietnam.

1.3     Initially, only 18 countries has agreed to facilitate the economies WITHOUT VISA and provide a 'Premier Lane for a smooth and faster movement process.

1.4     Effective from 1 September 2012, RUSSIA ,  had also joined the scheme. Therefore, currently there are of 19 countries in the scheme.

1.5     Nevertheless , Canada and USA are only providing a 'PREMIER LANE'. 

2.       APEC Business Travel Card  Privileges

2.1     The APEC Business Travel Card is initiated by the Asia-Pacific Economic Cooperation (APEC) as  an effort to help members of the business community to frequently commute to the participating countries.

2.2     This card provides cardholders with pre-cleared, multiple entry (no visa requirement) for short stay business visits and access to express immigration processing on arrival and departure through special Premier Lanes.

2.3     The card saves time and cost for business person in meeting visa requirements and conditions in the countries concerned.

2.3     Information provided in the application form by the applicant for a APEC Business Travel Card  will be shared with all participating countries to obtain  the  pre-clearance status for a VISA  before the issuance of the card.

2.4     The card provides access to express immigration processing on arrival and departure through special Premier Lanes. In Malaysia, the  ‘Premier Lanes’ are only available at  

i.Kuala Lumpur International Airport (KLIA)

ii.Low Cost Carrier Terminal, Kuala Lumpur (LCCT)

iii.Penang International Airport

iv.Sultan Iskandarin Johor Baharu (BSI)

v.Sultan Abu Bakar Complex (Second Link),  in Johor Baharu (KSAB)

2.5     This card indirectly promotes trade and businesses relation  between the participating countries.

2.6     To qualify for the APEC Business Travel Card, the applicant must be actively involved in business that requires them to frequently commute to the countries concerned.

2.7     Pre Clearances or approval by the participating countries will be channelled through the ABTC System to Department Of Immigration Malaysia.

3.       Eligible Applicants

3.1     Malaysian citizen and holds valid Malaysian passport.

3.2     The members of the Administration, Businessman, Dignitary, Senior Government Officials or equivalent ;

3.2.1    Senior Government Officials who intend to apply the card and frequently travels to the Asia Pacific Region  must provide a supporting letter  by the Ministry or Department  concerned.             

3.3    The members of the business community who has activities of trade and investment with the (21) participating countries and must provide a supporting letter from the regulatory agencies.

The list of  appointed regulatory agencies by the Ministry Of Home Affairs (MOHA) are as stated below;

3.3.1  Government agencies: MITI, MIDA, SMECORP. (application from abroad: Malaysian Representative Office 

3.3.2   Business and Industrial Association: Federation Of Malaysian  Manufacturers (FMM)

3.3.3   Malay Chamber of Commerce (Kuala Lumpur Malay Chamber Of Commerce-KLMCC)

3.3.4   China Chamber of Commerce (Associated Chinese Chamber Of Commerce & Industry-ACCIM)

3.3.5   Indian Chamber of Commerce (Malaysian Indian Chamber Of Commerce & Industry-MAICCI)

3.3.6  Malaysian Service Providers Confederation (MSPC)

3.3.7 Malaysian International Chamber Of Commerce & Industry (MICCI) 

3.3.8 Professional bodies in Engineering, Accounting, Legal, Medical, Housing at national level.

Note :         The appointed  Regulatory Agency are responsible for ensuring existence of the company and the eligibility of the applicant.

3.4     Associations, Chambers of Commerce or other Agencies that has got intention of  issuing Supporting Letters for their members , are required to  obtain written consent or approval from the Ministry of Home Affairs (MOHA) before hand.

3.5     Validity of a Supporting Letter is  three (3) months from the date of issuance.

4.       Not Eligible applicants

4.1     Applicants  and companies  on  criminal records with Malaysian Royal Police or

          records of  'Black List’ with  Immigration Department of Malaysia.

4.2     Dependents (spouse or children).

4.3     The Sports Reporters, Entertainers, Musicians, Artists or an equivalent thereof.

4.4     Trading Companies with enterprise status.

5.       Immigration Facilities  And APEC Business Travel Card

5.1     APEC Business Travel Card provides business members to enjoy visa free travel to the participating economies under the ABTC Scheme. The card is in lieu of a VISA.

Hence, some economies may have legislative  restrictions to issue VISA  or other immigration facilities. .

5.2     APEC Business Travel Card provides quick access to the holders upon arrival and departure for  immigration clearances  through a special APEC Lane held at major airports or land routes at every participating country.

5.3     Card holders are strictly required to carry their PASSPORTS along  and are also subject to other conditions, laws and regulations in force in the said country.

6.       Documents Required For The  Application Of APEC Card.

6.1     The applicant (residing and engaged in business in the country):

7.       APEC Business Travel Card Application

Please submit your complete application for the APEC Business Travel Card to:

Malaysian Immigration Department will provide you an application number as a reference purposes once the application is approved. You may check the application status through this website: www.businessmobility.org . The application numbers will be extended to the applicant through the appointed agencies  , telephone or emails.

8.       Processing Time  and  Fees


8.1    Application for new APEC Business Travel Card ; or Re-application  due to expiry 
of the Card

The processing time is depends on the ‘Pre-Clearance’ process by the economies joined  the  ABTC Scheme. Minimum 2 month or more. 

8.2     Change of Passport Particular

Reprint a new APEC Business Travel Card : One (1) Hour from the submission time.

8.3     Payment RM100.00  will be charged  each time a new card is being issued .

8.4     Please SUBMIT your application for a APEC Business Travel Card six (6) month  prior to the expiry of the existing  card.

9.       APEC Business Travel Card Issuance

9.1     APEC Business Travel Card will only be printed when there is  a request from the applicant upon obtainning  ‘ pre-clearances’ from  (19) economies through ABTC system.

Please take note that the cards are printed when there is a request from the applicant and  it is NOT automatically printed for collection.

9.2     The issuance of an APEC Business Travel Card is subject to the current needs of the applicant and the ‘consent’ of the Department Of Immigration Malaysia;


          a. Complete APEC Business Travel Card  with clearance from (19) Asia Pasific
countries inclusive Malaysia.


          b. Interim Card  to enter certain Asia Pacific countries only.  (10) or more 
Asia Pasific  countries inclusive Malaysia.

          c. Applicants are required to be present personally at the Immigration Department of Malaysia in Putrajaya or issue a authorization letter to the representitive  or; any person to collect the APEC Business Travel Card or Interim Card on behalf. (APEC Business Travel Card  will only be handed over to the representatives with an authorization letter  and a copy of his/her identity card)

           d.If the applicant request the Immigration Department to post the APEC Business Travel Card  card or Interim card ;

    You are adviced to  make sure that a  Bank Draft /Postal   Order amounting to

    RM100.00 made payable to DIRECTOR GENERAL OF IMMIGRATION MALAYSIA.

    Note:  (write your  name, passport number, application number, correspondence address at the back of the bank draft or  postal order)

10.     Validity Of The APEC Business Travel Card.

APEC Business Travel Card is valid for three (3) years from the date of issue, or up to the validity of a passport .

11.     Cancellation  Of  Cards

Companies that has applied for an APEC Business Travel Card for their employees; are required to cancel the card once  the said employee is no longer being employed or resigns. This is to make sure that the applicant doesn’t missuse the facility given.

12.     Updates  of  New Passport

Please submit the following documents: -

a. A copy of the latest Malaysian Passport

b. Payment RM100.00  will be charged  each time a new card is being issued

c. The validity remain same as the previous card .

d.The cards is printed on the same day ; One (1) Hour from the submission 

    time.

13.     Loss of APEC Business Travel  Card

Please submit the following  documents: -

a. A copy of the latest Malaysian Passport.

b. A Confirmation letter from the company on the current position

c. Payment RM100.00  will be charged  each time a new card is being issued .

d. The cards is printed on the same day ; One (1) Hour from the submission       

    time.

Note:  Validity of the new APECBusiness Travel Card remain the same  as the previous Card (there is no changes on any particulars) and it will be printed on the same day.

14.     Reminder

i.        Dependents (spouse and children) to the applicant is not eligible to apply or get thisfacility.

ii.       APEC Business Travel Card holders are prohibited from using this card for the purpose ofworking abroad.

iii.      This card is valid for business travel purposes only.

iv.      Immigration Department of Malaysia prohibits  the applicant in engaging with any  agent or third parties(Not appointed authorities)  in the application for APEC Business Travel Card.
