MAIN FUNCTIONS

 

Implementing the human resource policy of the Public Sector, strengthening the human resource relationship within the department by ensuring the organization's structure, perjawatan and scheme of services functioning effectively, coordinating training policy and emolument/allowances policy and finally giving out counseling services.

 

 

OBJECTIVES

 

Developing efficient and effective management towards achieving the objectives of the department through strategic approaches in planning, monitoring and implementing processes in the aspects of services, perjawatan, job promotion/upgrading, conduct and discipline and training policy.

 

 

MISSION

Providing efficient and transparent support services to other division in the Department relating to services, organizational development, performance management, competency management, conduct and discipline, human resource development and training with integrity.

 

 

ORGANISATION STRUCTURE

Service Unit


1. Responsible in every aspect of services of every personnel in the department as follows:

i. Confirmation of appointment
ii. Confirmation of Service and Pension
iii. Extension of Probation Period
iv. Application
v. Application of Annual Leave/Unrecorded Leave/Unpaid Leave/Half-Paid Leave and application to brought forward annual leave balance to the following year and Annual Leave Substitution
vi. Application of Free Passage Facility to visit home territory - Officer from Peninsula working in Sabah/Sarawak/Labuan and vice versa
vii. Compulsory/Early Retirement
viii. Application for medical expenses
ix. Application for allowances - ‘warm weather clothes', Ceremonial attire and official attire for spouse of a diplomat

 

2. Service matters of personnel working at Immigration attaché office


3. Preparation of ‘Penyata Perubahan (Kew.8) for every personnel


4. Implementation of HRMIS Application/System

 


Competency Unit

1. Responsible in the implementation of the following examinations:-

i. PTK exams and Service Exams for the purpose of a higher salary increment and promotion, for all personnel including the common-user personnel (Grade 1 to 16)

ii. Services Exams for the confirmation of Immigration Officer Grade KP 17 and Deputy Superintendent of Immigration Grade 27 posts;

iii. Typing Speed Test for the purpose of salary increment for Junior Administrative Assistant Grade N11 (Typist)

iv. Typing Speed Test for confirmation of the post as Administrative Assistant (Clerical/Operation) Gred N17 and Administrative Assistant (Finance) Grade W17;


2. Secretariat to the Competency Valuation Committee;


3. Secretariat to the Services Examination Valuation Committee;

 


Promotional Unit


1. Managing matters pertaining to:-

i. Promotional / up-grading of post among all Immigration personnel;
ii. to a higher salary increment for personnel working at Headquarters, Labuan and Attaché
iii. Officer performing duties of a higher post **
iv. Promotional/upgrading/Acting among all supporting personnel (common-user personnel)


2. Meeting secretariat of the Promotional Board for supporting personnel;


3. Meeting secretariat of the Human Resource Development Panel;


4. Management of Performance Appraisal Report form;


5. Management of Yearly Salary Increment letters for personnel at Management & Professional level and Supporting Group level.



Conduct & Dicipline Unit

 

1. Meeting secretariat of the Conduct and Discipline Board for Supporting Personnel Group (No. 2)


2. Meeting secretariat for the Conduct and Discipline Board for Supporting Personnel Group (No.1)

 

3. Managing conduct and discipline case

i) Determination under Reg. 35

ii) Determination of a prima facie case

iii) Charge Letter

iv)Appeal

v) Acquisition of government's land

vi) Involvement in political activities

 

4. Matters pertaining to conduct and disciplinary action:

i) Confirmation of the post

ii) Promotion

iii) Optional and Compulsory retirement

 

5. Prepartion of Monthly Report on Misconduct & Disciplinary case to be submitted to MOHA before 5th every month

 

6. Preparation of Annual Report on Misconduct and Disciplinary Cases and Political Involvement of personnel to MOHA and JPA before 30 Jan every year.

 

7. Reviewing and updating personnel's Asset Declaration

 

8. Preparation of Asset Declaration Report by 30 Jun and 31 Dec every year;

 

9. Handling complaint

 

10. Meeting secretariat of ‘Keutuhan Tadbir Urus' Committee


Recruitment Unit


1. Recruitment of KP 17, KP 27 and KP 41 posts as delegated by SPA

2. Planning of personnel's placement / transfer
3. Managing the supporting personnel's application for transfer to central agency;

4. Secondment / Service Transfer and Temporary Transfer;
5. Recruitment of temporary, contract and Supporting II personnel

 

 

Post Establishment Unit


1. Restructuring of department's programmes and activities

2.Reviewing needs for establishment of additional / new posts

3. Reviewing abolishment of post

4. Human Resource and Post Establishment Audit
5.Post Establishment Inspectorate
6. Human Resource Planning for the department

 

 

Administration / HRMIS Unit

1. Implementation planning for HRMIS at headquarters level and other Immigration offices;
2. Monitoring the implementation of HRMIS at headquarters level and other Immigration offices;

3. Secretariat to HRMIS Main Steering Committee
4. Preparation and managing the HRMIS implementation budget/expenses;

5. HRMIS usage promotion among personnel at all level;

6. As a referral on the implementation of HRMIS to all personnel;

7. As a link between Immigration Department to the Ministry and other central agencies pertaining to HRMIS issues;

8. Secretariat to the Excellent Services Award ceremony

9. Providing HRMIS training
